Encoding kbps Bitrate

I realized that 320 kbps makes the MB Size the maximum the file details can be and it makes the phone GB run up a bill, which isn't good. 128 kbps feels better and natural mostly when it comes to normal duration/length of songs and videos. But the problem and thing about long videos from 30 minutes and lower, the MB size tends to be 10 MB and up when it comes to 128 kbps. Do you think it's possible for you to set a new lower encoding kbps bitrate number as much as possible to 1 or 2 kbps as an additive/additional upgrade/update? That way the MB size isn't so high when it comes to long duration/length of songs, videos, audio in general.
